The roots a and b are \(\frac{-5 \pm \sqrt{69}}{3} \)

 

so (a + 3)(b + 3) = \((-\frac{5 + \sqrt{69}}{3} + 3)(-\frac{5 - \sqrt{69}}{3} + 3) = \boxed{-21}\)
