The answer is (2/3*(-8) + 1/3*7, 2/3*(-3) + 1/3*9) = (-3,1).

There are two such points. One is (-3,1), using the previous answerer's reasoning. The other is (2,5). However, (2,5) may divide it into a ratio of 1 to 2, so the first one is probably correct.
