Since 221 = 13 x 17 and the dimensions of the painting are 10 inches(width?) and 14 inches(length), it, therefore, follows that the frame is: 13 - 10 = 3/2 = 1.5 inches on either side of its width and its length.
So, its width added to the width of the painting =1.5 + 1.5 + 10 = 13 inches.
