it's almost identical to the last one

 

\(\dfrac{5^{-3}}{10^{-2}} = 5^{-3}\cdot 10^2 = \\ 5^{-3}\cdot 5^2\cdot 2^2 = 5^{-1}\cdot 2^2 = \\ \dfrac{4}{5}\)

5^-3  /  10^-2   =     10^2 / 5^3 = 100/125 = 4/5
