\(\text{We plug in }-4\text{ for }x\text{ in the function }t(x) = |{-3+2x}|.\\ t(-4) = |{-3+2\cdot(-4)}|=11.\\ \text{Then, we do the same for }11.\\ t(11) = |{-3+2\cdot(11)}|=\boxed{19}.\)
