There is a coin that is so constructed such that it has a 60% chance of landing on heads after a toss. A random experiment is designed to keep tossing this coin until two successive tails are obtained. What is the probability that this experiment is completed after the 4th toss

There are two possibilities:  HHTT  =  (0.60)(0.60)(0.40)(0.40)  =  a

                                      or:   THTT  =  (0.40)(0.60)(0.40)(0.40)  =  b

Calculate a and b and add them together.
