A) cannot answer ....do not know what properties 1,2 and 3 are...

 

B)3 is to 8   as x is to 4

    3/8 = x/4

    x = 3/8 * 4 = 1.5

 

   8 is to 3  as y is to 2

    8/3 = y/2      y = 2* 8/3 = 5 1/3
