We write 4x+5y=1 in slope intercept form.

 

4x+5y=1

5y=-4x+1

y=-4/5x+1/5

 

The slope of perpendicular line must be 5/4. We know it is y=5/4x+b. We plug in the given point to find b.

 

y=5/4x+b

-2=5/4(2)+b

=-2=10/4+b

=b=-9/2.

 

Therefore the equation is y=5/4x-9/2.
