Just assign each to a variable and solve as a system of equations.

h=cost of a hamburger
f=the cost of french french fries
f/2=the cost of coleslaw

h+(f/2)=3.59
h+f=4.40

f/2=0.81
f=1.62

french fries cost $1.62.
