There are two tiers of members in a fashion boutique; premium members and basic members. For instance, premium members would only need to pay $480 for a dress after a 20% discount. Basic members would however have to pay $570 for the same dress. What percentage discount do basic members receive on the dress?

I think you got it backwards. Basic members don't receive any discounts but pay premium. Premium members receive a discount of 20% according to you. Basic members pay a premium of 570/480=1.1875 - 1=.1875 X 100=18.75% for the same dress. However, the dress would cost: 480/.80=$600 before the 20 % discount. And, if basic members paid 570 for the same dress that would cost $600, then they would get a discount of: 1 - 570/600=5% or 5% X $600=$30.00.
