Perimeter = 2 (W + L)
And L = 2W - 8
So
38 = 2 ( W + 2W - 8) simplify
Divide both sides by 2
19 = (3W - 8) add 8 to both sides
27 = 3W divie both sides by 3
9 = W
And
L = 2(9) - 8 = 18 - 8 = 10
