Neither...it's the distributive property......we are "distributing"  a  "-" across terms inside the parentheses......the terms then just change signs

The associative property  affects the "grouping' of terms..thus   (a + b) + c =  a + (b +c)

The commutative property affects the order of operation(s) on two numbers..thus a + b = b + a

Note that the associative property fails in division (16 / 4) / 2  ≠ 16 / (4 / 2)

And the commutative property fails in subtraction and division .......... 3 -2  ≠ 2 -3    and    16/4 ≠ 4/16   !!!!
