y  =  (5/4)x - 2

A perpendicular line to this will have a negative reciprocal slope  =  -4/5

So..we have

y  =  (-4/5)(x - 10) + 5

y  = (-4/5)x + 8 + 5

y =  (-4/5)x + 13
