The equation of a line is

y=mx+b   where m is the slope  

In your example the slope is given as '4'

 

y = 4x +b     Now put in the point you were given   x,y   2, -3

-3 = 4(2)+b    and solve to find b = -11   for your question

the line equation becomes

y=4x-11

The line goes up '4' for every one x  means slope is 4    slope is rise /run    it rises  4  for 'run' of one   = 4
