This is false. 

$\frac{198}{27}+\frac{6(2+8(1-2)+(11-3)+5)}{2}$

$=\frac{198}{27}+\frac{6\cdot(2+8\cdot-1+8+5)}{2}$

$=\frac{198}{27}+\frac{6\cdot7}{2}$

$=\frac{22}{3}+\frac{6\cdot7}{2}$

$=\frac{22}{3}+\frac{42}{2}$

$=\frac{85}{3}$

$=28 \frac{1}{3}$

Hmm.. Maybe they just rounded it? Or you typed in the question wrong?

According to Wolframalpha, it's 28 1/3, and when I solved it I got the same thing.
