\(\begin{align*} y &= 11x+14 \\ 2y-4 &= ax \end{align*}\) so that the system has no solutions.

Multiply first equation by - 2

 

-2y = -22x - 28   add second equation

2y-4=ax

-4 = -22x + ax - 28

24 = -22x + ax

24 =  x(a-22)

24/(a-22) = x        as you can see, when the denominator = 0 this is invalid....this occurs when a = 22
