If you use the usual rules of operations, multiplications and divisions and calculated, in order, from left to right.

3 / 3 x 2  =  (3 / 3) x 2  =  1 x 2  = 2

3 x 2 / 2  =  (3 x 2) / 2  =  6 / 2  =  3
