3[9-(7-9)] Always do whats in the parenthesis 

3[9-(-2)] The two negatives together make a positive

3[9+2] Then do whats inside the parenthesis first

3[11] Then multiply the two together

3x11=33

33 is your answer (don't worry, I checked on a calculator)
