This angle lies in the 3rd quadrant ... and if the tangent is 4 in the 3rd quadrant, y = 4 and x =1

So, r = √(4^2 + 1^2) = √17

So sin(theta) = y/r  = 4 / √17 = (4√17) / 17

And cos(theta) = x/r = 1 / √17 = √17 / 17
