Homer has a box of 32 doughnuts.  Each doughnut has a unique icing
design on each side.  If Homer only gets to choose 8 doughnuts (and
only one side of each of those 8), what are the total number of
possibilities if:

- Order doesn't matter

- Order does matter

(To be clear, he is only choosing 8 "half doughnuts", but he cannot

choose both halves of the same doughnut)
