Let the width of the rectangle = W
The length of the rectangle     = 2W + 2

2W + 2[2W + 2] = 28
2W + 4W + 4     = 28
6W = 28 - 4 =24

W = 24 / 6 = 4 m - width of the rectangle
4 x 2 + 2   = 10 m - length of the rectangle.
