It's easy. Say we have 2/3. In decimal, that would be 0.6666666666.... and on and on. Or, a simpler way would be 0.67. To convert, just take out the 0 and . and you have you percentage, 67%.
Ex) 50/1000 = ?
50/1000 = 0.05, so 50/1000 = 05%, or 5%
