To get it into y=mx+b form you need to get y by itself which can be done by adding 3y to both sides so it should end like this:
x-4=3y or 3y=x-4
Then you divide both sides by 3 (there is a one in front of the the x) and your final result should be:
y=1/3x + 4/3
