How does one round off 14,996 to two decimal digits? What strategy is used?

Always look to the next decimal digit past the one(s) you are interested in...if it's ≥ 5, then round "up"......else, round "down"

So, in this case, we're interested in the first two decimal digits, so we look to the next one. Since it's a "6," we round the preceding "9" (in the hundreths place) up by 1. But, this gives us .99 + .01  = 1.

So we actually have 14 + 1 = 15 = 15.00.
