First, we need to figure the volume of the fish tank. But, before we do that, you say "the fish tank needs to be .25 ft. I assume you to mean that the water level in the fish tank will .25 ft below the very top of the fish tank. I f that's right, then we need to reduce the height by 1.5 - .25 ft=1.25 ft. So now, we find the volume of the fish tank that will be filled with water as follows: 1.25H X 1L X 2W=2.5 cubic feet. This is the volume of water needed.

Since Nadie's bucket only holds 1.25 cubic ft, then she will need=2.5 / 1.25=2 buckets to fill the fish tank.
