Negative exponents becom positive exponents when they are move into the numerator from denominator or vice versa

y^0 = 1   also so you will have this

2x^3  * x^2 y^-2 / ((2y^3)-2 )  =  2 x^3 *x^2 * (2y^3)^2 / y^2 =  2 x^5 * 4 y^6 /y^2 = 8 x^5 y^4
