Assuming d/E is the same as D/E then the equation can be written as:

0.15*(D/E) + 0.15 = 0.2175 +0.06*(D/E)

Subtract 0.06(D/E) from both sides:

0.09*(D/E) + 0.15 = 0.2175

Subtract 0.15 from both sides:

0.09*(D/E) = 0.0675

Divide both sides by 0.09:

D/E = 0.75
