Since  2/3 - 1/3  =  1/3,  2/3h - 1/3h  =  1/2h:

2/3h - 1/3h + 11  =  8

--->    1/3h + 11  =  8

Subtract 11 from both sides:

--->            1/3h  =  -3

Multiply both sides by 3:

--->                 h  =  -9
