You have just one non-zero number in front of the point 5.046 (you can put the last zero if you want it doesn't make any difference).
You count the number of places that you moved the point - remembering that any whole number has an invisible point at the end. the number of places that you move the point is the power
If the number is little (less than one ) the sign of the power will by negative. If it is a big number it will be positive.
