Rearrange:

 

$2x + 5y = -8$

 

$6x + 15y = 16 + a$

 

Note: $6x + 15y = 3(2x + 5y)$

 

Multiply equation 1 by 3: $6x + 15y = -24$

 

An equation have a = - (16 - (-24) )= -40
