If I'm calculating the area of a curved HALF cylinder, do I just do 2 pi R sq + 2 pi R H or do I not multiply both of them by 2?

Well, the surface area of the whole cylinder is 

$$SA=\pi r^2+\pi r^2+2\pi rh=2\pi r^2+2\pi rh$$

So the suface area of half the cylinder must be half this much.  What would that be?
