We can set this up as a ratio problem.

45 problems / 18 minutes  =  W problems / 1 minute     ....  cross multiplying, we have

45 * 1  = 18 * W

45 = 18W       ....    divide both sides by 18

45/18 =  W  =  5/2   =  2.5 problems in one minute
