If sin Θ = and tan Θ < 0, what is the value of cos Θ?

Depends what sin θ is!  

If sin θ is positive and tan θ is negative we must be in the second quadrant where cos θ is negative.

If sin θ is negative and tan θ is negative we must be in the 4th quadrant where cos θ is positive.
