if x is not equal to 0, what is (4x)^3/(-4x)3

I think you mean $$\frac{(4x)^3}{(-4x)^3}$$ instead of $$\frac{(4x)^3}{(-4x)3 }$$

This gives;

$$\frac{(4x)^3}{(-1*4x)^3 } = \frac{(4x)^3}{(-1)^3 (4x)^3 } = \frac{1}{-1} = -1$$ for $$x \neq 0$$
