The original pops were 100% of the original - and bot hthe same

in 1995 town A was 100+60= 160%

in 1995 town B was 160-60 =40%

 

$$\\\frac{40\%}{160\%}*100\%\\\\
=\frac{4}{16}*100\%\\\\
=25\%$$
