Is the reason arcsec(-2/3) is undefined is because the -2/3 is out of the range of arcsec, being [0,pi/2)union(pi/2,pi]?

It's because sec is the reciprocal of cos. The value of cos varies between minus 1 and plus 1. That means the magnitude of sec is always greater than or equal to 1. It follows that a value of sec having a magnitude less thn 1 makes no sense.
