What you want to do is get "x" by itself...

What I would do:

(x-3)/7=-2

(7)((x-3)/7)=-2(7)

x-3=-14

x-3+3=-14+3

x=-11

(x-3)/7 = -2

  +3        +3

   7 * x/7 = 1

              x 7

           x = 7
