Jill is before tom. Bill is before tom is. Who is first?
Can't say with the information given......both Jill and Bill are before Tom.....but who is first cannot be deduced ....also are thee other people in line? Just because Jill and Bill are ahead of Tom does not make either one of the m FIRST.
