We can use a "weigthed average" here

 

The total number of pets owned =   

 

1(248) + 2(567) + 3(1402) + 4(728) + 5(419) + 6(456) + 7(203)  =   14752     (1)

 

And the total nuber of adults =   248 + 567 + 1402 + 728 + 419 + 456 + 203 =   4023      (2)

 

So...the average (mean) is    (1) / (2)   =   14752 / 4023  ≈   3.66 pets
