I'm not QUITE sure what you are asking.....
I will assume the circle CIRCUMFERENCE is 15cm
then the arc length will be a fraction of 15
there are 360 degrees in the whole circle and you wnat to know 28 degrees worth of the circumference, so
28/360 x 15 = 1.16666667 cm
