$$5(a+2) - 6 \div a = \\ 5(a+2) - \left(\dfrac{6}{a}\right)\\$$

$$\left . 5(a+2)-\dfrac 6 a \right |_{a=3} = \\ 5(3+2) - \dfrac 6 3 = \\ 25 - 2 = \\ \Large 23$$
