38.8 / 29.6 =1.3108 - 1 x 100 =31.08% increase in inflation over 10 years

$0.31 x 1.3108 =$0.41 cost of eggs in 1970.

Here is a way to set it up as a simple ratio

 

29.6 is to 38.8   as  .31 is to x

29.6/38.8 = .31/x          x = .40635
