The perimeter of the original rectangle is 66+4+4+1+1, or 76.

You then divide 76 by 4 to get 19.

Since the length is three times the width, you multiply 19 by three getting 57. Then the remaining 19 is the width.

The final answer: length: 57

                            Width: 19

Original Length = L = 3w     original width = w

NEW length = 3w-4      New width = w+1

Perimeter = 2 x L  + 2 x w

2 (3w-4) + 2 (w+1) = 66

6w - 8 + 2w + 2 = 66

8w - 6 = 66

8w = 72

w = 9m     = ORIGINAL width      Original L = 3w = 27m
