Let's put BOTH equations in to y = mx+b form first

y=(3a+2)X-2     AND  y= (a-4)/2  x  + 2/2       if they are parallel, the slopes will be equal , so

(3a+2) = (a-4)/2         then just solve for'a'

3a +2 = a/2 - 2

5a/2 = -4

5a = -8

a = -8/5
