171/900   is what I come up with....how 'bout you?

 

Let's look at the 100's

100 101 102 103 104 105 106 107 108 109    110  120 130 140 150 160 170 180 190

 

19 for each of the 100s  (100 200 300 etc)

 

19 x 9 = 171     out of 900 choices   (100-999 inclusive)
