I have a question on my math homework that states and I quote "Which number of the following does not represent a rational number?"

 

The possible answers were A. -250 B. 11/39 C. The square root of 60 D. 12.0982 where the digits 8 and 2 are repeating.

The answer is C, because square root of 60 is IRRATIONAL number, which means you cannot write it as a "RATIO" of two numbers. It goes on forever.Try it on a calculator.
