you have to do 2 things here

a) find out what the slope of the line 4x+2y=10 is, for your line to be parallel to this they must have the same slope.
b) find the line with that slope passes through (7,3)

to answer (a) put the equation 4x+2y=10 into y = mx + b form by doing a bit of algebra on it. You can read the slope off as m.

to answer (b) remember the formula for the line with a slope and a point

(y-y0) = m(x-x0)

you've got (x0,y0) given to you as (7,3). You calculated m in part (a)
