how i understand your question is that you got 9 points correct on a math test that was out of 2.

2 is 100%
then
4 is 200%
6 is 300%
8 is 400%
9 is 450%

You could just say

9/2 *100% = 450%

To turn a fraction or a decimal into a percentage you just have to multiply by 100 and put a % sign.
