You didn't state for how many minutes her calls cost $1.23.

If it were 3 minutes then the equation would be 3*1.23 + x*0.89 = 15.47
If it was only one minute it would be 1*1.23 +x*0.89 = 15.47

In general if it were n minutes the equation would be n*1.23 + x*0.89 = 15.47
