7x-3y+5=16   ⇒  7x - 3y  = 11       (1)

4y=3x+17   ⇒     -3x + 4y  = 17     (2)

Multiply the first equation through by 4  and the second through by 3....and we have

28x -12y  = 44

-9x + 12y  = 51       add these

19x  = 95     divide both sides by  19

x = 5

And using (1)  we can find y 

7(5) - 3y = 11

35 - 3y = 11        add 3y to both sides and subtract 11 from both sides

24 = 3y      divide both sides by 3

8 = y

So

(x , y) = ( 5, 8)
